Constitutional Court Refuses Extradition of Officers Accused of Genocide

In an upsetting development this week, Guatemala's Constitutional Court ruled in favor of former military officers accused of genocide in the Spanish court system. The Court denied the extradition of these officials to stand trial, arguing that Spain does not have jurisdiction over crimes committed in Guatemala.
 
The ruling has been roundly criticized by national and international human rights groups as it signifies a blow to the efforts to ensure justice for Guatemala's wartime crimes. "This only confirms the reason why I did not trust the Guatemalan justice system and filed the complaint in Spain in 1999," commented Rigoberta Menchu.
