Past Studies

Election Watch 2003 (Mirador Electoral 2003) is an initiative that seeks to increase civil society’s control over the electoral process in Guatemala so that it reflects the principles of inclusion, equality, competition, and transparency.

Mirador Electoral 2003 is comprised of the following organizations: Citizen Action (Acción Ciudadana, http://www.quik.guate.com/acciongt), Center for Human Rights Legal Action (Centro de Acción Legal en Derechos Humanos, http://www.caldh.org), Latin American Social Science Faculty (Facultad Latinoamericana de Ciencias Sociales, http://www.flacso.org), and the Central American Institute for Political Studies (Instituto Centroamericano de Estudios Políticos, http://www.incep.org) .

There is also an Advisory Committee of notable citizens who advise and guide the activities of this initiative. Mirador Electoral 2003 covers a) monitoring of the administrative and jurisdictional functioning of the Supreme Electoral Tribunal (Tribunal Supremo Electoral, TSE), b) monitoring of political parties, and c) a permanent electoral Observation Network on issues of human rights, and a quick vote count.

NISGUA has worked with a team of volunteer and professional translators to translate the first four reports issued by the Mirador Electoral 2003 into English. The reports have been translated to emphasize clarity of understanding rather than a literal word-for-word translation.
